China turns to construction and private sector to counter slowest growth in 30 years

From a distance, Luoyang’s Yibin ­district looks like a thriving economic centre. Residential towers stretch into the dusty horizon — the markings of a mini-boom on the outskirts of the mid-tier city in central China.

But a drive through the area reveals a suburban landscape devoid of life. The buildings are virtually empty. Some are newly completed, others have sat dormant for more than half a decade.

Yibin is a sign that demand for housing is unlikely to recover soon in some corners of China’s heartland. Locals in Luoyang say there are as many as 120 idle or abandoned housing developments scattered across the city.
