Paul Ryan, the top Republican lawmaker in Congress, has warned his party against accepting half measures on tax reform but opened up a potential rift with the White House by insisting that an overhaul be permanent.
In the face of suggestions that Republicans should scale back their goals to modest tax cuts, Mr Ryan, speaker of the House of Representatives, said in a speech on Tuesday that a “transformational” overhaul of the tax code remained essential.
But a permanent overhaul is more difficult to achieve than temporary changes due to congressional requirements that reforms do not result in reduced revenue for the government.
