China has come under fire for its handling of new rules requiring foreign workers to pay contributions to the country’s social insurance system.
Representatives of foreign businesses say that hasty implementation and apparently poor co-ordination between Beijing and local governments have left them in the dark about their obligations.
While large multinationals say the extra expense will probably be limited, smaller companies worry it will only add to the growing cost of doing business in China.
