The tycoons, who control many of Hong Kong's largest listed groups, have opposed a lengthy extension of the blackout period on directors dealing in their own companies' shares.
Hong Kong directors are banned from trading for one month before the release of both interim and final results.
The new rules would have extended the ban to as many as seven months by preventing director trading while results are being tallied.
