In the weeks leading up to sequestration, the automatic budget cuts have been referred to as a “doomsday mechanism”, “legislative madness” and as “fiscal castration”. Former secretary of defence Leon Panetta once described the process as a “goofy meat-axe”.
Pentagon leaders sometimes seemed to be competing to find the most eye-catching phrase about the cuts, half of which fall on defence. For good measure, Mr Panetta even warned that sequestration would turn the US into a “second-rate power”.
