North Korea will send a hard-line military figure to the closing ceremony of the Winter Olympic Games in a move likely to rile many South Koreans and test Seoul’s flexibility with Pyongyang.
Kim Yong-chol, the head of the ruling party's United Front Department, will arrive on Sunday for a three-day trip and is likely to meet South Korean President Moon Jae-in, officials in Seoul said.
Mr Kim is believed to have masterminded numerous attacks on South Korea, including the sinking of the Cheonan military vessel, which killed 46 South Korean sailors in 2010.
