BROWN TO STEP DOWN AS PRIME MINISTER IN ATTEMPT TO WOO LIB DEMS TO FORM COALITION

Gordon Brown, Britain's prime minister, has agreed to step down as Labour's leader as part of a gambit to negotiate a new governing coalition with the Liberal Democrats, who hold the balance of power after last week's UK elections.

The shock development came on an extraordinary day of political wrangling, as Lib Dem MPs offered a lukewarm response to their leader's plans for a power-sharing deal with David Cameron's Conservatives.

The Conservatives are the largest party in parliament after the poll but do not have enough seats to form a majority, forcing Mr Cameron to seek his own deal with the Lib Dems and its leader, Nick Clegg.
